We/I fully agree with your thoughts on new tools for learning. We actually published some of the same language a few years ago with our Technology Standards document. 

The text read:
If we think about the many ways our young people use technology for 
entertainment, the obvious question is:  Where will they learn to use 
technology in a productive way—to communicate, to access reliable 
information, to organize thoughts, and to amplify ideas? If no guidance 
is provided to create positive technological environments, students 
will be left to create their own.  We have an obligation to insure that 
the environments created are positive.
